Aurizon Network’s 2017 Access Undertaking (UT5) established the role of the Independent Expert (IE) to provide for independent and realistic assessment of the capacity of the Rail Infrastructure and Coal System for the Central Queensland Coal Network.

The IE is jointly appointed by Aurizon Network and a Special Majority of End Users. Coal Network Capacity Company (CNCC) was incorporated in April 2020 as a proprietary company limited by shares.
